The Electoral Commission of Ghana has released the 2024 Certified Voters Register, which includes 18,640,811 voters on the biometric register, 131,478 special voters, and 1,870 voters without biometric data, totalling 18,774,159 valid voters.
1. Voters on Biometric Register: Refers to voters who will be biometrically verified on Election Day.
2. Special Voters: Includes voters with special duties on Election Day, such as members of Security Agencies, Media Personnel, and Electoral Commission (EC) officials, who are permitted by law to vote earlier than the general population.
3. Voters without Biometric Data: Voters who have registered but whose biometric data was corrupted for various reasons. These voters will undergo manual verification on Election Day.
4. Total Number of Valid Voters: The sum of voters with biometric data (18,640,811), special voters (131,478), and voters without biometric data (1,870), totalling 18,774,159 valid voters.
5. Voters on Exceptions List: Voters who are exempt from certain voting procedures or restrictions.
6. Voters on Multiples List: Voters who are registered in multiple locations.
7. Voters on Proxy List: Voters who are authorized to vote on behalf of others.
8. Total Number of Transferred Voters: Voters who have been moved to different polling stations due to administrative closures or community requests.
9. Total Number of Absent Voters: Should equal the sum of Special Voters and Transferred Voters. Some polling stations were closed either for not meeting the minimum voter threshold or due to legitimate community requests, resulting in the transfer of voters to other stations.
According to EC, since no Register was generated for these closed Polling Stations, no Absent Voters list was created for them, resulting in 884 voters excluded from the Absent Voters List.
Their records, including details of their movement, are securely maintained within the Voter Management System, ensuring full accountability.
Total Absent Voters = (Special Voters + Transferred Voters) – 884 Voters.
