Support payments with requisite documents – PAC Chair to MMDAs

The Chairman of the Public Accounts Committee (PAC), Hon. James Klutse-Avedzi has cautioned most of the Institutions, District and Municipal Assemblies cited in the Auditor-General’s Report to support their payments with documentary evidence.

The Chairman of the Public Accounts Committee (PAC), Hon. James Klutse-Avedzi has cautioned most of the Institutions, District and Municipal Assemblies cited in the Auditor-General’s Report to support their payments with documentary evidence.

According to the Chairman, this practice will make it easier for the Auditors to verify and perhaps prevent some institutions’ names from appearing in the reports for wrongdoing.

Hon. James Klutse-Avedzi, also the Member of Parliament for Ketu North made these observations at the public hearing of the Public Accounts Committee in Tamale to consider the Auditor-General’s Report on the Management and Utilisation of District Assemblies Common Fund and Other Statutory Funds for the year ended 31st December, 2021.

During the public hearing today, it was obvious that some institutions had their names captured in the Auditor General’s Report because they could not defend and back some payments made with proper documentation.

Some of the infractions cited in the reports against most of these institutions include payment without supporting documents, buying from unqualified agencies or individuals, payments made without using the Ghana Integrated Financial Management Information System (GIFMIS), Non-Payment of Rent and Unearned Salaries.

The District Assemblies and Municipalities that appeared before the Committee were Builsa North and Builsa South, Bolgatanga East, Garu, Kassena Nankana, Pusiga, Tempane, Bongo among others.

Some Senior High Schools also appeared before the Committee to answer queries relating to their procurements and unearned salaries.

They include Kusanaba Vocational Inst, Bolgatanga Girls SHS, Zorkor SHS, Navrongo SHS, Sandema SHTS, Awe SHS, Azeem-Nampo SHTS and Fumbisi SHS.
