The Bosomtwe District Assembly has been cited in the 2021 Auditor General’s report for payment of three months salary to a deceased staff.
The deceased staff, Abadom Alex who died on 6th January 2021 allegedly received a monthly salary of GH¢4,079.16 from January to March of that same year.
Unearned salaries – GH¢71,142.94
Regulation 92 of the PFM Regulations, 2019 (L.I. 2378) requires that a Principal Spending Officer of a covered entity shall ensure the immediate stoppage of payment of salary to a Public Servant when that Public Servant vacates post, retired, died, etc. Also, Regulation 90(4e) of LI 2378 requires the Principal Spending Officer of a covered entity to ensure that any overpayment of personal emolument paid to staff is recovered.
The report said, seven Assemblies wrongly paid salaries of GH¢71,142.94 to nine undeserving staff.
Consequently, GH¢71,142.94 was lost to the Assemblies due to the payment of unearned salaries.
“We recommended that the amount of GH¢71,142.94 paid to the undeserving officers should be recovered from them, otherwise the Coordinating Directors and Heads of Human Resource Units of the Assemblies should refund the same into the Government Salary Suspense Account.” A-G Report noted
