The Ministry of Energy and Green Transition has announced the formal Declaration of Commerciality (DoC) for the Eban-Akoma oil and gas discoveries within the Cape Three Points Block 4 (CTP-B4), marking a significant step in Ghana’s upstream petroleum sector.

The declaration, submitted on July 3, 2025, follows the successful completion of an appraisal programme confirming the commercial viability of hydrocarbon deposits in the Eban-1X (oil) and Akoma-1X (gas and condensate) wells.

 

 

 

The declaration was submitted by a joint venture (JV) made up of Eni Ghana Exploration & Production Ltd, Vitol Upstream Tano Ltd, Woodfields Upstream Ghana Ltd, and GNPC Exploration & Production Company Ltd (Explorco), in collaboration with the Ghana National Petroleum Corporation (GNPC).

 

In a statement, the Minister for Energy and Green Transition, John Abdulai Jinapor, described the move as a “major boost to our oil and gas sector,” and said it underscored the government’s commitment to sustainably harnessing Ghana’s hydrocarbon resources.

 

The declaration paves the way for the preparation of a comprehensive Plan of Development (PoD), which the JV partners intend to undertake with a focus on optimal resource recovery and the maximisation of value. The plan will also prioritise local content participation in accordance with national policy.

 

The Ministry, together with the Petroleum Commission and GNPC, will provide regulatory oversight and support to ensure the development process is efficient and aligned with national interests. Further technical and commercial evaluations are expected to help shape a mutually beneficial development framework for the Eban-Akoma project.

 

The Ministry said this milestone reaffirmed the government’s commitment to building a transparent, investor-friendly, and resilient energy sector that delivers long-term value to Ghanaians.
