A technician with the Local Government Service, Ibrahim Kofi Sessah, has been granted bail in the sum of GHS 6.5 million by the Financial and Economic Division of the High Court, following his plea of not guilty to three charges relating to alleged financial misconduct.

The bail terms, described as stringent, require two sureties who must justify the amount with landed property located within the Greater Accra Region.

Sessah is standing trial over allegations tied to a recruitment scam within the Ghana Education Service (GES).

According to a charge sheet filed by the Office of the Special Prosecutor (OSP), the accused faces counts including using public office for personal gain and attempting to influence a public official through bribery.

Prosecutors allege that between January 2022 and December 2023, Sessah worked in concert with Anthony Gyasi, an IT Officer at the GES Headquarters—currently on the run—to profit from the illegal sale of GES appointment letters.

Investigators claim over GHS 6 million was funneled through Sessah’s Zenith Bank account, representing payments collected from individuals seeking teaching positions.

In addition, he is accused of directly receiving GHS 580,000 from around 100 applicants, allegedly promising them placement within the education service.

The court has directed the prosecution to submit all required disclosure documents within 21 days to enable the defense to prepare adequately.

The case has been adjourned to June 3, 2025.

Brief fact

According to court documents, the Office of the Special Prosecutor (OSP) launched investigations on 9 January 2024 based on criminal intelligence into the unlawful sale of Ghana Education Service (GES) appointment letters.

The intelligence suggested that the accused, Ibrahim Kofi Sessah, a Technician at the Local Government Service, Adeiso District, collaborated with officials of the GES to solicit money from prospective teacher applicants—mainly graduates from teacher training institutions—in exchange for GES postings.

The OSP’s investigations established that the accused acted together with:

1. Anthony Gyasi (at large) – IT Officer at the GES Head Office

2. Sadia Alhassan (at large) – Teacher at Philip Quaque Boys Basic School

3. Francis Asare (at large) – Private businessman

The investigations revealed that Sessah, acting on instructions from Anthony Gyasi, received large sums of money into his Zenith Bank Account No. 4010951648 as payments from teacher applicants seeking GES appointment letters.

Between January 2022 and December 2023, the accused received a total of GHS 6,042,600.00 into his Zenith Bank account, which he subsequently transferred to Anthony Gyasi.

Additionally, during the same period, Sessah personally collected GHS 580,000.00 from approximately 100 teacher applicants under the pretense of securing their employment into the GES.

The accused has since been arrested and formally charged with the offences as outlined in the charge sheet.
