Ghana to Host Vaccine Manufacturing Forum in Push for Pharmaceutical Self-Sufficiency

The Ministry of Health, in collaboration with the National Vaccine Institute (NVI) and the Ghana Investment Promotion Centre (GIPC), will host the Ghana Vaccine Manufacturing Forum on Tuesday, August 6, 2025, at the Kempinski Hotel Gold Coast City, Accra.

Themed “Mobilising Sustainable Financing to Accelerate Vaccine Development and Manufacturing in Ghana: The Role of Financing Institutions and Development Partners,” the forum aims to bring together public and private sector stakeholders to discuss financing strategies that will advance Ghana’s vaccine development and manufacturing ambitions.

In a statement issued ahead of the event, Tony Goodman, Deputy Director and Spokesperson for the Ministry of Health, stated:

“This high-level forum is an important step in mobilising sustainable investments toward building an end-to-end vaccine manufacturing ecosystem in Ghana. It aligns with government’s commitment to making Ghana a hub for pharmaceutical production in West Africa.”

President John Dramani Mahama is expected to attend as Special Guest of Honour, with the Minister for Health, Hon. Kwabena Mintah Akandoh, serving as Guest of Honour.

According to Mr. Goodman, while Ghana has made strides in health regulation, research, and local pharmaceutical production, a funding gap of approximately US$2.5 billion continues to hinder full realisation of the nation’s vaccine production goals.

“We are calling on financial institutions, investors, and development partners to support this national agenda. The COVID-19 pandemic taught us that vaccine sovereignty is not optional—it is essential,” he added.

The event will also highlight ongoing support from development partners including the World Bank and GIZ, which has been implementing PharmaVax Ghana—a programme funded by the German Development Ministry (BMZ) and the European Union—since 2021 to support local vaccine capabilities in line with NVI’s objectives.

Additionally, local pharmaceutical manufacturers such as Atlantic Lifesciences Ltd and DEK Vaccines Ltd have entered technology transfer partnerships with global firms to begin fill-and-finish operations within Ghana.

Mr. Goodman further outlined that the forum will:

• Facilitate dialogue between public and private sector actors;

• Explore blended finance models and public-private partnerships;

• Identify enabling policies to attract long-term investment;

• Foster concrete partnerships to accelerate local vaccine production.

The event will be held in a hybrid format, enabling both in-person and virtual participation to ensure broad engagement from local and international stakeholders.

“We encourage all relevant actors—governments, investors, research institutions, and pharmaceutical leaders—to take part in this timely discussion,” Mr. Goodman concluded.

“It’s not just about financing vaccines; it’s about protecting lives, promoting innovation, and building a healthier, more resilient Ghana.”
