The former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware-Mensah, has been granted bail in the sum of GH¢10 million after pleading not guilty to charges of stealing more than GH¢38 million in connection with alleged National Service Scheme (NSS) ghost names.
As part of the bail conditions, Mrs. Oware-Mensah is to produce three sureties, two of whom must be justified with landed property within the jurisdiction of the court.
Presiding Judge Justice Audrey Kocuvi-Tay directed that the sureties deposit copies of their passports and Ghana Cards with the court’s registry. The accused person was further ordered to surrender all her travel passports and placed on a stop list at all entry and exit points.
Additionally, the court instructed Mrs. Oware-Mensah to report to the case investigator on the first and third Tuesdays of every month, while the investigator must submit a monthly report to the court on the last working day.
The prosecution, led by Mrs. Yvonne Atakora Obuobisa, the Director of Public Prosecution (DPP), was ordered to file all disclosures by November 19, 2025, with the case adjourned to November 25 for a Case Management Conference.
Appearing before the court on Wednesday, October 22, Mrs. Oware-Mensah — wearing a multicolored shirt, a black scarf, and a bandage on her left wrist — denied all five charges against her.
She pleaded not guilty to one count of stealing, two counts of willfully causing financial loss to the Republic, one count of using public office for profit, and one count of money laundering.
According to the prosecution, the alleged financial loss to the state amounts to GH¢38,458,248.87.
Also spotted in court were former NPP General Secretary, Samuel Boadu, and Ralph Opoku Adusei, Member of Parliament for Asante Akyem.
