GIHOC, Graphic Communications, TOR and six other institutions owe state ¢47m in taxes – PAC

The Ghana Revenue Authority (GRA) has told the Public Accounts Committee that nine institutions collectively owe the state about GH¢47 million in unpaid taxes as of the end of 2023.

This was disclosed by Commissioner General, Anthony Kwasi Sarpong when he appeared before the Committee on Monday, August 25, 2025.

He said that many of the indebted institutions attribute their failure to settle tax obligations to cash flow challenges.

Some of the institutions involved are the Graphic Communications Group Limited, which owes GH¢3.4 million, GIHOC Distilleries Company Limited, with a tax debt of GH¢2.1 million, and the Tema Oil Refinery (TOR), which owes GH¢136,000.

Mr. Sarpong informed the PAC that the Authority is strengthening its enforcement measures to retrieve the outstanding amounts and ensure compliance across both private and public institutions.

Meanwhile, the Commissioner for Domestic Tax Revenue, Edward Apenteng Gyamerah has also stated that unpaid Value Added Tax (VAT) across various entities currently stands at GH¢116 million.
