Minority Caucus condemns Petroleum Commission CEO for ‘contemptuous’ conduct

The Minority Caucus in Ghana’s Parliament has issued a strong condemnation against Ms. Victoria Emeafa Hardcastle, the Acting Chief Executive Officer of the Petroleum Commission, for what they describe as “reprehensible and contemptuous conduct” towards the leadership of Parliament.

In a press statement signed by Minority Leader Alexander Kwamina Afenyo-Markin, the caucus called for decisive action against Ms. Hardcastle, accusing her of attempting to direct the Minority Chief Whip, Hon. Frank Annor-Dompreh, in his parliamentary duties while allegedly describing a senior Member of Parliament as “silly.”

The caucus labelled this act as a blatant assault on parliamentary authority and an attack on the country’s democratic foundations.

The Minority’s outrage comes weeks after President Mahama urged his appointees to avoid arrogance and disrespect in public service.

During a parliamentary sitting on Tuesday, lawmakers from both sides of the House expressed bipartisan condemnation of Hardcastle’s actions, reinforcing the call for accountability.

The controversy has prompted Speaker of Parliament, Rt. Hon. Speaker, to intervene personally, scheduling a hearing on Thursday, January 30, 2025, in the absence of a constituted Committee on Privileges and Immunities.

The Minority anticipates a firm ruling on Friday, which they believe will serve as a deterrent to public officials engaging in similar conduct in the future.

Drawing from historical precedents, the caucus referenced the case of Hon. K. T. Hammond v. William Ampem Darko, in which Parliament established that no member of the public has the authority to direct or verbally assault an MP in the execution of their duties. They emphasized that Parliament’s dignity must be safeguarded at all costs.

The Minority Caucus has urged Parliament to impose exemplary sanctions on Hardcastle, including fines, imprisonment, restriction from parliamentary precincts, and a mandatory public apology.

They insist that any attempts to undermine the authority of the legislature must be met with severe consequences.

“As we await the Speaker’s determination on Friday, we remind all stakeholders that this case will set a crucial precedent for future interactions between public officials and Parliament. The dignity of Parliament is non-negotiable,” the statement concluded.
