NIA workers to strike on May 13

Staff of the National Identification Authority have announced plans to begin an indefinite strike on May 13, 2026, over a prolonged delay in the approval and implementation of a salary migration exercise affecting staff compensation, promotions, and job placements.

The action was declared by the Public Services Workers’ Union (PSWU) of the Trades Union Congress, which accused the Ministry of Finance of delaying final approval of the migration process for nearly 22 months.

According to the union, the Scheme of Service for NIA staff was approved in July 2024, and the migration exercise was expected to begin in December of that year. However, workers say the process remains incomplete, leaving many employees on incorrect salary levels and without due promotions.

PSWU General Secretary Bernard Adjei stated in a notice to the National Labour Commission that the delay has unfairly denied staff their rightful salaries, placements, and career progression.

The union said it has engaged management and other stakeholders repeatedly, but those efforts have not resolved the issue. It warned that the continued delay is threatening industrial harmony within the Authority.

The migration exercise is intended to properly align staff roles, salaries, and promotions based on qualifications, experience, and responsibilities. Workers argue that without its implementation, many remain disadvantaged within the system.

PSWU said the decision to strike followed internal consultations and that there is no alternative if approval is not granted by the deadline.

The union added that industrial action will commence without further notice if the issue is not resolved by May 13, 2026.

Copies of the strike notice were sent to key institutions including the Ministry of Finance, the National Security Coordinator, and the Fair Wages and Salaries Commission.

The planned strike is expected to disrupt operations at the NIA, which is responsible for issuing the Ghana Card and managing the national identity database.
