Former National Signals Bureau (NSB) Director-General Kwabena Adu Boahene has issued a strongly worded warning to the National Security Coordinator, threatening to break his oath of secrecy if what he calls false accusations from the Attorney-General are not withdrawn.
In a confidential memorandum dated May 5, 2025, addressed to the National Security Coordinator and copied to the National Security Adviser and the Director-General of the National Signals Bureau (NSB), Adu-Boahene denies all claims of financial misconduct.
He insists that the bulk of the funds currently under investigation by the Attorney-General and the Economic and Organised Crime Office (EOCO) were legitimately spent on sanctioned national security operations.
In outlining the expenditure summary under special operations, he highlighted that an amount of GH₵960,000 was reported to have been spent on the parliamentary (Special) enactment of the NSB Act, 2020.
This sum, he noted, was allocated as allowances for Members of Parliament during the 2020/2021 period and was received by the Defence and Interior Committee.
Also, he revealed that a reported amount of GH₵309,000 was also used as MP’s allowance in the year 2024 for the enactment of NSB Legislative Instrument L. I , which was received by the Subsidiary Legislation Committee.
The memo also details a broader list of high-cost operations, including counter-terrorism programs, anti-kidnapping campaigns, and election security efforts, election operations, among others.
He warns that continued public attacks could force him to disclose classified national security information. “I have tried to withhold classified information… but in light of current developments, we run the risk of public disclosure,” he stated.
