President John Dramani Mahama has disclosed that only 72 out of 148 public entities expected to sign performance contracts have so far complied with the requirement.

He said the figures point to continuing gaps in governance and accountability across some state-owned and public institutions.

President Mahama made the disclosure on Thursday, September 10, 2026, when he addressed the 2026 SIGA Governing Boards and CEOs Conference.

According to him, while there have been improvements in the governance and management of public entities, several institutions continue to fall short of important statutory and administrative obligations.

He identified the submission of audited financial statements, performance contracts, quarterly reports, annual general meetings and employment data as areas where compliance remains a concern.

The President noted that only 61 entities submitted their audited financial statements by the statutory deadline of April 30, with several others submitting late or relying on management and draft accounts.

He further disclosed that only 71 entities had submitted their required quarterly reports, while just 37 out of 177 entities expected to hold annual general or stakeholder meetings had complied.

President Mahama also revealed that employment data submissions dropped from 142 entities in 2024 to 137 in 2025.

He cautioned public officials against assuming that recent improvements mean all governance challenges have been resolved.

“We must not confuse improvement with complete success,” President Mahama said, describing the existing compliance gaps as unacceptable.
