The Operation Recover All Loot (ORAL) Committee (ORAL), an initiative under President John Mahama’s administration, conducted a detailed field assessment on January 10, 2025, visiting several locations in Accra implicated in alleged cases of state capture.
This exercise is part of the team’s broader efforts to gather evidence, validate public claims, and compile a comprehensive report.
The sites inspected included the Dubois Centre, Agric Mechanization lands, Labadi Beach Hotel’s beachfront, La Trade Fair, the demolished Bulgarian Embassy, and the Northern Development Authority (NDA) land in Cantonments. Each site has been flagged for irregularities involving land use, ownership disputes, or alleged political interference.
At the Dubois Centre, tensions escalated between Ministry of Tourism staff and a company claiming contractual authority from the previous government to manage the facility.
Following reports of locked offices and death threats, Team ORAL called in National Security to restore calm and secure the premises.
On Agric Mechanization lands in Cantonments, the team commended the military’s intervention to halt alleged illegal activities. Reports indicated that politically exposed persons associated with the former government had evicted Ministry of Agriculture staff and rezoned the area without parliamentary approval.
Responding to distress calls, Team ORAL visited the NDA offices in Cantonments, where newly erected walls raised concerns over dubious land grabs. National Security has been tasked with protecting the affected land while investigations continue.
The team also toured the demolished Bulgarian Embassy property, assuring embassy officials that the incident would be documented in detail.
The construction of an apartment complex on the site, linked to Dr. Yaw Adu Ampomah, a former appointee under President Akufo-Addo, has been suspended pending further review.
Team ORAL affirmed its commitment to delivering a thorough report for President Mahama’s administration, ensuring accountability and justice. In the coming days, the team will extend its assessments nationwide, addressing state capture concerns raised by citizens.
“We are resolute in fulfilling this task to meet the expectations of Ghanaians,” a Team ORAL spokesperson stated.
