Parliament ‘divided’ over 24-hour economy bill

Members from both sides of Parliament House have vigorously debated the 24-Hour Economy Authority Bill, 2025, following the motion for its consideration moved by the Attorney-General and Minister for Justice, Hon. Dominic Ayine.

Presenting the report of the Committee on Constitutional, Legal and Parliamentary Affairs, the Chairman of the Committee, Shaibu Mahama, explained that the primary objective of the Bill is to establish a 24-Hour Economy Authority to ensure the integrated and sustainable transformation of Ghana’s national systems for economic production, supply chains, marketing, and labour power development, along with related matters.

The debate exposed sharp divisions along caucus lines. The Majority Caucus strongly supported the Bill, arguing that the establishment of a dedicated Authority would provide centralised coordination and effective oversight for the implementation of the government’s flagship 24-Hour Economy policy.

Leading the Majority’s arguments, Majority Leader Hon. Mahama Ayariga said the Authority would inject hope into the youth and serve as a critical institutional framework to drive job creation and economic expansion. He maintained that without a central body, implementation of the policy would be fragmented and less effective.

 

However, the Minority Caucus opposed the establishment of the authority, describing it as unnecessary and a duplication of existing state institutions. Minority MPs argued that the objectives of the 24-Hour Economy policy could be achieved through current agencies without creating an additional bureaucratic structure, warning of potential waste of public resources.

Despite the concerns raised by the Minority, the House adopted the motion at the end of the debate and proceeded to take the 24-Hour Economy Authority Bill, 2025, through the consideration stage.

The bill is a key component of the government’s broader economic agenda and is expected to play a central role in reshaping Ghana’s production and labour systems once passed into law.
