The Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr. Toni Aubynn, has reiterated government’s commitment to developing the Ghana Petroleum Hub as a strategic driver of economic transformation and social inclusion.
Speaking at a strategic engagement with key Civil Society Organisations (CSOs) on March 4, 2026, Dr. Aubynn said the project is designed to position Ghana as a major energy security corridor in the region while delivering long-term benefits to host communities.
The meeting, held under the theme “Advancing Ghana’s Energy Future through Dialogue, Accountability and Collaboration,” sought to strengthen stakeholder understanding and promote participatory governance around the flagship initiative.
Positioning Ghana as an Energy Corridor
Dr. Aubynn described the Petroleum Hub as one of the most ambitious industrial projects undertaken in Ghana in recent years. The initiative, located in the Western Region, aims to integrate refining, storage and petrochemical operations into a single large-scale complex serving both domestic and international markets.
According to him, the project will include the development of refineries, storage tanks and petrochemical plants to enhance value addition within Ghana’s petroleum sector and reduce reliance on imported refined products.
“The project aims to position Ghana as an energy security corridor,” he stated, adding that modern energy infrastructure will be central to achieving that objective.
Jobs, Investment and Inclusive Growth
The PHDC CEO highlighted the project’s projected economic impact, noting that it could generate up to 700,000 jobs across various phases of development and operation. These opportunities are expected to span construction, engineering, logistics, and ancillary services.
He also revealed that phase one of the project has been completed, marking a significant milestone in its implementation roadmap.
Beyond direct employment, Dr. Aubynn said the hub is expected to stimulate small and medium-sized enterprises, strengthen local supply chains, and expand skills development opportunities for Ghanaian youth.
While underscoring the economic scale of the project, he stressed that social inclusion remains a core pillar of the initiative.
Transparency and Global Standards
Dr. Aubynn assured stakeholders that the Petroleum Hub will adhere to global environmental and social standards, with strong emphasis on governance, transparency, and community engagement.
He acknowledged the vital role of civil society in promoting accountability and shaping development outcomes, encouraging open dialogue and constructive feedback.
“I encourage you to speak freely. Challenge our assumptions, offer practical ideas, and hold us to high standards,” he told participants.
The engagement formed part of ongoing consultations aimed at deepening collaboration between PHDC and civil society groups, with feedback expected to inform subsequent phases of the project.
Long-Term National Impact
Dr. Aubynn described the Ghana Petroleum Hub as a strategic national investment intended to diversify revenue streams, enhance energy security, and promote inclusive development.
As the project advances, he said its success will depend not only on infrastructure development and capital investment but also on sustained stakeholder engagement and transparent governance.
The PHDC, he added, remains committed to building public trust and ensuring that the transformative vision of the Ghana Petroleum Hub delivers broad-based benefits for the country.
