Professor Nana Osei Piesie Anto, a historian, lecturer, and socio-political analyst, has criticized the government’s implementation of the Free Senior High School (SHS) policy.
In an interview on Gye Nyame FM, Professor Anto outlined that the success of the Free SHS policy hinges on three key factors: access, availability, and quality.
He awarded the Nana Addo-led New Patriotic Party (NPP) administration a mere 10% for the policy’s existence, stating that it severely lacks necessary support.
Professor Anto noted that the NPP leveraged the Free SHS policy to gain power in the 2016 elections but failed to adequately prepare for its implementation.
He also accused the government of merely sustaining the policy for political gains in the 2019 elections without making substantial improvements.
Highlighting the International Monetary Fund’s (IMF) recommendation for a policy review, Professor Anto criticized the government for ignoring these calls and continuing to promote the policy despite its evident shortcomings.
He concluded by referring to the 1992 Constitution, which stipulates that the implementation of such policies should only proceed when the nation has sufficient capacity and resources.
In his view, the current Free SHS policy is a misallocation of resources and lacks the quality required to be effective.
