Publican AI system: Halt all importations – GUTA directs members

The Ghana Union of Traders’ Associations (GUTA) has announced plans for trade action in protest against challenges arising from the implementation of the Publican AI system, which it says is crippling business operations across the country.

In a press statement dated March 12, 2026, GUTA expressed “grave concern” over ongoing disruptions to trade, noting that key issues raised with government authorities remain unresolved.

According to the association, traders are facing unpredictable and excessively high duty assessments, prolonged delays in cargo clearance, and increasing demurrage and rent charges at the ports. It also highlighted the absence of an effective system to resolve valuation disputes as a major concern.

GUTA warned that the situation has created an “unsustainable trading environment” that threatens business continuity.

As part of its response, the association has directed freight forwarders and clearing agents to suspend payment of duties on newly arrived import consignments from April 13 to April 17, 2026. It has also advised its members to temporarily halt all import activities until clarity and predictability are restored in the system.

The association is further calling for the immediate suspension of the Publican AI system in its current form, along with a comprehensive review of its implementation.

GUTA urged the government to act swiftly to restore confidence, stability, and fairness in Ghana’s trade regime.

The statement was signed by GUTA President, Mr. Clement Boateng.
