President John Dramani Mahama has informed Parliament that the Tema Oil Refinery (TOR) has recommenced operations, marking a significant milestone for the country’s energy sector.

This development follows extensive turnaround maintenance, after years of dormancy, and the refinery has begun processing crude oil into petroleum products.

According to President Mahama, the resumption of TOR’s operations is poised to strengthen energy security, decrease dependence on imported petroleum products, and stimulate local production.

He underscored the government’s dedication to ensuring reliable, affordable, and sustainable energy security for Ghana.

The refinery’s restart is an integral part of the government’s comprehensive efforts to revitalise the energy sector, including investments in renewable energy, oil, and gas production.

Speaking during the 2026 State of the Nation Address in Parliament on Friday, 27 February 2026, President Mahama said the refinery is processing crude oil into petroleum products again following extensive turnaround maintenance.

“I’m pleased to inform this august House that for the first time since 2018, the refinery has commenced processing of crude oil into petroleum products once more,” he told Members of Parliament.

According to the president, energy sector reforms remain a priority for his administration.

TOR had remained inactive for several years due to maintenance challenges and financial constraints.

After extensive maintenance from August to October 2025, regulatory clearance was granted for operations to restart on December 19, 2025.
