Speaker directs relaying of anti-LGBTQ bill for parliamentary consideration

Speaker of Parliament Alban Bagbin has instructed the Business Committee to schedule the Human Sexual Rights and Family Values Bill 2025, commonly referred to as the anti-LGBTQ bill, for consideration at the next sitting of Parliament.

The directive follows a Financial Impact Analysis, which confirmed that the bill—which seeks to criminalize LGBTQ activities—would not impose any financial burden on the Consolidated Fund, in line with constitutional requirements.

In a formal communication to Parliament on February 10, Speaker Bagbin stated that the bill satisfies all procedural requirements under the Standing Orders of the House.

“The bill has gone through all the processes in accordance with the Standing Orders of the House. I therefore direct that the bill be scheduled by the Business Committee to be presented to the House for consideration,” he said.

In the same communication, the Speaker also directed that the Constitution of Ghana (Amendment) Bill 2025 be reintroduced in Parliament for consideration, after it lapsed with the 8th Parliament.
