In the wake of the post-Covid-19 economic slowdown, countries worldwide are implementing measures to build stronger economies. Ghana, as a developing economy, was severely impacted by job losses.
To support businesses in their recovery, reducing their cost of production is crucial. Dr. Bawumia’s tax proposals offer a promising solution.
These proposals aim to create a more inclusive and simplified tax system, benefiting both the Ghanaian economy and ordinary citizens in several ways.
Tax Amnesty Proposal
The first proposal is a tax amnesty, intended to encourage tax evaders to declare their income and assets. This initiative promotes transparency and compliance, which, in turn, will generate additional revenue for the government. These funds can then be invested in public services and infrastructure, further supporting economic growth.
Tax Reforms and Expanding the Tax Net
Dr. Bawumia’s tax reforms represent a significant step toward broadening the tax base. As of June 2022, Ghana’s tax revenue as a percentage of GDP was 13.9%, reflecting the substantial role that tax revenue plays in the nation’s economy.
The main sources of tax revenue in Ghana include corporate income tax (CIT) and personal income tax (PIT), which together account for 40-50% of total tax revenue. Other sources include value-added tax (VAT) at around 30-40%, national health insurance levy (NHIL) and other levies at about 10-20%, and customs and excise duty at around 5-10%.
By bringing more individuals and businesses into the tax system, the government can reduce its dependence on a small tax base. This increased revenue will enable investments in essential services and development projects, further bolstering the economy.
Flat Tax Regime
The introduction of a flat tax regime will simplify the tax system, reducing complexity and compliance burdens. This is particularly beneficial for small and medium-sized enterprises (SMEs), which make up 98% of businesses in Ghana.
A lower, flat tax rate will promote entrepreneurship, business growth, economic activity, job creation, and increased government revenue.
Benefits to Ordinary Ghanaians
The benefits of these tax proposals extend to ordinary Ghanaians in several ways. First, there will be a reduction in the tax burden for low-income individuals, who will be protected by exemption thresholds.
Additionally, the policy will increase economic opportunities and job creation, improve access to public services and infrastructure funded by increased government revenue, and simplify tax compliance, reducing stress and costs for individuals and businesses.
These measures will promote economic growth, reduce poverty and inequality, and create a fairer, more inclusive, and business-friendly tax environment.
Overall, Dr. Bawumia’s proposals aim to drive economic growth and improve the lives of ordinary Ghanaians by creating a more equitable and supportive tax system.
